MA House Budget Update

House Ways and Means Chair Brian Dempsey this week released the House budget proposal for FY 13. Funding for youth jobs was hard hit and the Youth Jobs Coalition is working with House members to file several amendments in increase funding for YouthWorks (7002-0012), School to Career Connecting Activities (7027-0019), and the Shannon Anti-Violence grants (8100-0111). We’ll post amendment numbers and sponsors as soon as we have them.

The Workforce Solutions Group is working with Representative Sean Garballey to file an amendment to recapitalize the Workforce Competitiveness Trust Fund at $10 million as proposed in the Middle Skills Solutions Act. Governor Patrick proposed $10 million in the consolidated budget surplus for the WCTF.

One Stop Career Centers (7003-0803) were funded less than the Governor’s proposal and slightly less than last year at $4,480,122.

MCAE is working to increase ABE/ESOL resources (7035-0002) to at least last year’s level and Crittenton Women’s Union is working with Representative Linda Dorcena-Forry to file support for the Education Rewards Grant Program (7002-1084).

The Coalition FOR Community Colleges is pleased with House proposals for reform including Line Item 7066-0025 which adds an additional $5 million for community colleges to promote higher completion rates, the adoption of standard course offerings and numbering, and consolidation and coordination of administration and procurements across the colleges. Funding, accountability and governance proposals are also included in outside sections 30-33 and 87,88, and 91.

  • Please call or email your representative and ask him/her to co-sponsor the Employee Educational Assistance Act of 2012, H.R. 4137, introduced by Representatives Sam Johnson (R-TX) and Richard Neal (D-MA). The bill will make employer provided education assistance (Section 127 of the Internal Revenue Code) a permanent provision.  Read more.
  • Urge Congress not to cut Labor-Education-HHS programs in FY2013.  National Skills Coalition is leading an effort to get organizations to sign on to a letter with other national, state and local workforce groups urging congressional appropriators set the overall funding limit at the highest possible level.  Read the action alert and sign onto the letter.

Workforce Investment Act of 2012: Getting America Back to Work

Earlier this week, Representatives John Tierney (D-MA), Ruben Hinojosa (D-TX) and George Miller (D-CA) filed the Workforce Investment Act of 2012, which aims to improve the nation’s workforce investment infrastructure, focusing on finding workers jobs and careers through strategic partnerships with in-demand sector employers, community colleges, labor organizations, and non-profits. This is a good step in the direction of finally reauthorizing the Workforce Investment Act.  We’re proud that Rep. Tierney from the Commonwealth is leading the charge!

The Act proposes changes that advocates have long identified as areas that would help streamline our nation’s workforce training system and make it more effective and efficient at meeting job-seeker and employer needs.

Some highlights include:

  • Streamlining and coordinating the operation of job training, adult education, vocational rehabilitation, and postsecondary education programs to create smoother pathways and transitions.
  • Establishing uniform performance outcome information and reporting across programs to improve accountability and transparency and help job-seekers and employers make informed decisions about services and training.
  • Investments in the development and expansion of innovative strategies including career pathways, sector partnerships, incumbent worker training, on-the-job training, and regional approaches to training.
  • Expanding community college capacity to train workers in high-growth industries, such as health care, transportation, and advanced manufacturing.
  • Expanding access to adult education, literacy services and workplace skills.
  • Expanding eligibility and access for youth to work experience programs such as summer jobs, on-the-job training, and pre-apprenticeship programs.
  • Improving services for workers with disabilities by providing relevant training and other support services needed for competitive employment.

Middle-Skills Act is reported out favorably!

The Middle-Skills Solutions Act (SB921/HB2713) was reported out favorably by the Joint Committee on Labor and Workforce Development earlier today.

This good news caps months of hard work and advocacy by many partners in the Skills2Compete MA coalition and leadership by our bill’s sponsors and co-sponsors.

In particular, we wish to thank Sen. Ken Donnelly and Rep. Cheryl Coakley-Rivera for leading the charge in their respective legislative bodies.

The bill was reported out largely as written, though there were some technical edits made.  Read the bill as reported out.

If passed, the bill will create middle-skill training opportunities for hundreds of Massachusetts residents in the short-term and will make getting middle-skill credentials that employers are looking for more efficient in the long-run.

First, congratulations to the City of Boston and partners in Metro Boston’s application for an H1B Technical Skills Training grant.  The proposal for a regional, collaborative Skilled Careers in Life Sciences (SCILS) Initiative has been fully funded by the Dept. of Labor’s Employment and Training Administration proposal. Over the next 4 years it will enable our region to make significant investments towards achieving shared workforce objectives across our healthcare, research and biotechnology sectors.
